Removed unused doc build files and old html docs.

Documentation is build with ant rules:

 ant docs   (pdf documents)
 ant web    (web pages)

Also included in release rules:

 ant -Dversion=PUBLIC.change_number release

Update documentation to point to ./doc dir...ectory

We need to remove the existing .html file. 

There is an ant file in the docs dir that sets the output location and builds the docs. 

This should be linked to the main ant file with an 'ant docs' rule and part of the 'ant release' rule. «
