Minor updates to prototype HTML presentation:
- make ScrollSpy work, so that the current section of the
documentation is highlighted in the sidebar TOC.
- add expander buttons to the TOC so that users can
manually explore the TOC.
- remove the now-unused SIDR code.
- remove some cruft.
