Fixed known bug #2 of case differences when a new directory is added.
- Fixed by locating the part of the dir path that is in the depot and checking
that rather than ignoring paths with new dir names in them.
Fixed undocumented bug of case differences between files in the submit.
- Fixed adding new paths to the LowerCaseDirectory hash as they are encountered.
Added variable to use p4 dirs ... for experimental purposes
