Add p4sudo.sh dispatcher and p4sudo-help.sh

Core broker filter scripts: p4sudo.sh reads broker stdin,
validates the requesting user, parses p4sudo.cfg authorization
rules, and dispatches to command scripts or native p4 commands.
p4sudo-help.sh handles p4 help sudo interception.
