Now SDPUtils will always find maintenance.cfg next to sdputils.py (i.e.
/p4/sdp/Maintenance/maintenance.cfg) regardless of where you invoke the script from, and it'll fail loudly if the file's actually missing instead
  of silently returning None for every key
