Add Version file to r26.1.0.BETA (release process Step 18).
Version is isolate'd, so it was never carried into this stream by the
Step 17 populate -- nothing currently creates it here, which package_downloads.sh
(Step 19) depends on for version-stamping the tarball. Seeded with the
same content main had when this release was cut, since this stream IS
that release.
