Mirror r26.1.0 change 33622: fix SDP-1395.
Removed the redundant,
broken chown of $SDPPackageBase/p4_binaries in sdp_upgrade.sh's
STEP 9, which caused every normal package-structure upgrade to
report a false "SDP Upgrade FAILED".
