Fixed issue in recreate_db_sync_replca.sh.

Fixed issue keeping recreate_db_sync_replca.sh from fixing a replica out-of-sync issue.
21580Changed compare journal numbers function to only fail if root journal number is
greater than offline_db. The not equal check was preventing the recreate_db_sync_replca.sh
script from being used to fix a replica that was out of sync with the master.
