Daily/weekly_backup script leaves lock file.

Daily/weekly_backup script can fail leaving lock file present requiring manual intervention.

If offline_db is not setup (e.g. on initialization) daily_backup.sh will fail, but leave the "lock file" which then means that live_checkpoint.sh cannot be run without manual intervention.
19856Check for usable offline_db before creating checkpoint work file.
This avoids an error right at the start locking out the utility which
will fix said error!
