For CVS conversion user-name mapping is not working, with two distinct problems:
1) the --users option is not recognised
2) if a user-name mapping file (users.map) is manually created with valid entries ("original-name, new-name") it is detected during the conversion process (as seen in the trace output) but the mapping is not generated.
