Set the IOptionsServer instance's User before a connect().

The connect() does a 'p4 info' and if doesn't have a user defined then it uses the default... of 'nouser'. «

add check for skipping calculation of changelists here.

Checking getMaxChangeLimit() here stopped polling from working.
I moved the check.
