GNU Make Cons

Not multi-user: doesn't give a flock
cgimake does locking by target or globally.
.SECONDARY not as powerful as it could be
Use .PRECIOUS and have scripts & commands not leave bogus output around. On GNU Make's TODO list.
Can't query modern RCSs / SCMs all that well
