Replaced -use_ssl with -no_ssl flag, and reversed logic to build with
-ssl by default.

Fixed bug where OpenSSL wasn't pulled when needed.

Updated OpenSSL version to 1.1.0.c

Fixed issues in logic to build SSL, and adjusted to build a private
OpenSSL in /p4/common/openssl.
