Removed all references to journals.rep value for
journalPrefix for journalcopy replicas.

P4D 2018.1+ is now required for creating standby
replicas.

Note that the SDP validator (new in a coming SDP release)
will help spot journals.rep usage that should be
converted when upgrading to 2018.1 fo P4D/SDP.

To Do: Rewite the 'seed' stuff to use mkdirs.sh instead.
