Added new optional PERMS setting in mkdirs.cfg, to allow opening
of SDP perms when mkdirs.sh is used. This is useful for customer
environments (mainly test environments).  Documentation for the
feature is included in the mkdirs.cfg file.

Default behavior is unchanged.
