Changed behavior of '-service' option to that, if used on a commit
server, will login to all active edge servers.

Revised p4login logging write to a single $LOGS/p4login.log file all
day, with the log being rotated daily.  This reduces the number of
p4login.* log files.

First pass at modernizing script internals.
