Slight refinement to packages:
* Removed mailx from Rocky family; it's not there anyway.
* Added file, gawk, nano, neovim, net-tools, screen, tar, and tmux for all platforms.
* Added procps-ng for dnf, and procps for apt/zypper.
* Added policycoreutils-python-utils for apt (it was already there for dnf/zyppper).
* Added sosreport package on Ubuntu (after learning the strange history of sos and sosreport packages on apt vs. dnf).
