Fix BSW_Commit/BSW_OtherHosts: restore .cfg suffix (only EFSSecondary uses .efs.cfg)

Change 285 inadvertently changed all three groups to use .efs.cfg.
This reverts BSW_Commit and BSW_OtherHosts back to .cfg while keeping
BSW_EFSSecondary on .efs.cfg as intended.
