Complete implementation of CMD: feature of BASELINE field in the bash shell version.
18410Implemented 'CMD:' prefix for baseline definintions, and
added sample config file to illustrate pulling from Git Hub.

Updated BBIJunkFiles.txt to exclude import of .git foldres.

Added test case and updatd test suite to call it.
