Add '-no_sudo' option to skip sudoers handling.

This option provides enhanced compatibility with environments
that build machines from images/templates that already have
a 'perforce' user configured per local standards, including
a 'sudoers' entry.

Added '-no_sudo' option.
Added '-no_firewall' option.
Fixed minor issue where 'systemctl' commands try to execute when systemctl isn't avail.
Added test coverage in test_hi.sh.
