Backed out clever tempdir feature that negatively impacted portability.
21521Portability fix for p4u_env.sh, used by hms_ts_setup and
referenced in template.sh.

Fixed to work back out a clever feature of using /dev/shm for
fast temp storage, since this negatively impacts portability.
Now we always use 'mkdtemp -d' for P4U_TMPDIR.
