Enhance script to safely refresh P4ROOT db.* from offline_db on edge server.
This depends on SDP-444.
It seems reasonable why a customer would want to do the db swap on
an edge, for the same reason as on the master.

- Scripts running on an edge don't have direct control over journal
rotation like they do on the master. Might need to involve doing
'p4 -p $P4MASTERPORT admin journal' and interation with the
'journal-rotate-lock' trigger on the edge. - Component
