Fixed stream detection logic, which had been based on the 'Stream:'
field of the current user workspace at the time of submit, instead
favoring the actual path to the *.cbdsst file. That catches edge
cases, e.g. use of 'p4 populate'.
Fixed issue with 'p4 print' failing to access contents of the
*.cbdsst files during submit.
