Add rules to ant for documentation
Update documentation to point to ./doc directory
We need to remove the existing .html file.
There is an ant file in the docs dir that sets the output location and builds the docs.
This should be linked to the main ant file with an 'ant docs' rule and part of the 'ant release' rule.
